If your business is actively engaged in construction, you may already be paying into the CITB Levy — and could potentially access grant funding to cover qualifications through Access2Site.
🏗️ Who Must Register & Pay the Levy?
Under the Industrial Training Act 1982, CITB requires businesses that are “wholly or mainly” engaged in construction—defined as more than 50% of total workforce activity—to:
- Register as a CITB employer
- Submit an annual Levy Return, even if you owe nothing
You’re assessed on your total wage bill, which includes:
- PAYE employee costs (salaries, bonuses, etc.)
- Payments to CIS subcontractors (where deductions are made)
✂️ Exemptions & Reductions You Should Know
Under current CITB rules:
- If your total wage bill is under ~£135,000, you’re exempt from paying the Levy, but still must submit a return
- If your wage bill is between ~£135,000 and ~£449,999, you may receive a 50% levy reduction (Small Business Rate)
Even if exempt or reduced, you’re still eligible to claim CITB grant funding for training.
